Water Supply System 2004 Water Rate Approved
The Joint Board of Management for the Elgin Area Primary Water Supply System approved its 2004
unit rate for water at its meeting on October 30th, 2003. With a budget of more than $6.5 million for
2004, the regional water system provides nearly 21.3 billion litres annually of clean and safe drinking
water to about 94,000 people and businesses in the region.
The total cost of water treatment includes
costs associated with administration, operation, sampling and testing, debt repayment and contributions
to the Reserve Fund for capital programs. The Joint Board periodically reviews capital program
requirements to ensure the continued supply of safe drinking water for current and future consumers.
At the approved rate of 32.8¢ per cubic meter for the Elgin municipalities and 28.3¢ per
cubic meter for the City of London, water is sold to the area municipalities along a 20km transmission
pipeline extending from the water treatment plant located near the village of Port Stanley on Lake Erie,
to a terminal reservoir located near the northeast corner of the City of St. Thomas.
On average, the
water treatment plant produces more than 58 million litres of water per day.
The water rate approved by the Joint Board represents prudent financial planning to ensure affordable
and secure wholesale provision of bulk water to the area municipalities in a responsible manner says
Bob Habkirk, the Chair of the Elgin Area Joint Board of Management.
The approved rate increase of
3% is a reduction from the 7% rate originally projected last year Habkirk says.
The 2004 rate for water from the Elgin Area water supply system is a 3% increase over the 2003 rate,
and would typically represent about ¼ of the cost of water charged in turn by the area municipalities to
its individual customers says Peter Steblin, Chief Administrative Officer for the Elgin Area Joint Board
of Management.
